Becoming a web designer.

What skills are required in order for someone to start a carrier in web designing. Would learning all the skills like XHTML, CSS and other skills of the book, adequate? How does a web designer kick start a carrier? Does he/she have to do a page about themselves? What kind of salary's can fresh designers expect?
